Directly across the road from The Pentagon, the U.S. Drug Enforcement Administration has been based out of two 12-story buildings largely unchanged since they were constructed in the 1980s. The headquarters was sorely in need of security and technology upgrades, as well as substantial improvements to its work environment in order to compete with the private sector in its recruitment efforts for agents, scientists and other specialty staff.
Thanks to an engaged and committed client, the team was able to devise a phasing scheme for the complex renovation that required just a single move for most employees, minimizing the impact on productivity, construction schedules and cost. The end result was transformative. The DEA’s new workplace reflects the dedication and pride of the agency—a modern, professional environment with the functionality needed to support the agency’s essential role in drug enforcement and education.
The project began with a full assessment of both buildings, including standard GSA lease requirements; building envelope, mechanical and electric systems; and ISC Level 4 physical and technical security. The renovation-in-place included temporary relocation of one division into 70,000 square feet of swing space for the duration of the construction process, while transitioning the remaining employees with a series of coordinated internal moves into fully renovated suites. Strict security protocols for all outside contractors added another layer of complexity.
The renovation improved nearly every square foot of the two buildings. Large windows, glass-walled offices and a variety of shared workstations create a cohesive, collaborative environment that is bright and uplifting. Technology and security upgrades were substantial, including all-new IT infrastructure, a 50,000-square-foot SCIF and other mission-critical components. SmithGroup’s scope of work also addressed MEP system upgrades, fire protection, roof replacement, perimeter security, lighting and a host of enhanced amenities, such as a new cafeteria and a fitness center that addresses the physical demands of its agents and assists in DEA recruitment efforts.
In addition to the workplace environment, the project included the renovation of three spaces serving the public: a museum and visitors center that often hosts school groups, a media room for press briefings, and a satellite justice facility with two courtrooms.
The comprehensive renovation was completed as Amazon announced plans for its new Headquarters 2 campus immediately adjacent. With a fully updated workplace in a suddenly red-hot neighborhood, the DEA Headquarters became a highly desirable work environment worthy of the agency’s important role in protecting public safety and health.
