Clemson University partnered with SmithGroup to develop a Long-range Framework Plan Update that aligns physical development with Clemson Elevate, the university’s strategic plan. The plan establishes a vision for growth through 2035, guiding investments in facilities, infrastructure, open space, mobility, research, and student life while preserving the character and traditions that define Clemson.
Planning for a Growing Research University
Developed through an 18-month process with university leadership, faculty, and staff, the Long-range Framework Plan Update builds on Clemson's strengths while addressing enrollment growth, research expansion, and evolving student expectations. The effort included stakeholder engagement, space utilization analysis, peer benchmarking, and campus-wide assessments to identify strategic investment and operational efficiencies.
The framework assumes continued growth through 2035 and provides a roadmap for future demand in instruction, research, housing, recreation, and collaboration. Through data-driven analysis and scenario planning, it optimizes existing resources while guiding development that strengthens Clemson's academic and research missions.
From Master Plan to Living Plan
From the earliest planning stages, Clemson sought to move beyond a traditional master plan and create a more interactive, accessible, and adaptable planning experience. Working with Clemson and Esri, SmithGroup helped shape the Digital Plan Explorer, a GIS-based platform that turns the Long-range Framework Plan Update into a living resource that can evolve with institutional priorities.
Developed alongside the planning effort, the Digital Plan Explorer brings planning narratives, campus data, and geospatial information into a single Esri StoryMap environment. Users can explore future development, mobility, open space, research growth, and student life investments through interactive maps, dashboards, and storytelling tools.
As a central planning repository, the platform supports better decisions by linking recommendations with real-time institutional data and campus locations. Clemson can use it to test scenarios, refine priorities, add updated studies and concepts, and expand future capabilities such as three-dimensional visualization, capital and enrollment dashboards, and implementation timelines.
Keeping Clemson, Clemson
At the center of the framework is a principle focused on preserving the qualities that make Clemson unique. Rather than transforming campus identity, the plan reinforces development patterns, celebrated landscapes, historic resources, and cherished traditions. New facilities complement the established campus fabric while enhancing connections among academic, residential, recreational, and research districts.
The framework emphasizes cross-campus connections, signature open spaces, cultural landscapes, and development that respects Clemson's historic context. Geospatial analysis identified developable areas that balance growth with environmental stewardship and cultural preservation.
Five Transformational Campus Districts
The Long-range Framework Plan Update organizes investment around high-impact areas that transform the campus experience, including the Ravenel Research and Administrative Neighborhood, West Core Residential and Recreation Neighborhood, Central Campus Student Union, Ag Quad Academic and Research Neighborhood, East Sector Wellness Hub, and Thornhill Neighborhood redevelopment. Together, they create an interconnected network of academic, research, residential, and student life destinations.
Major recommendations include:
- A new Student Union network anchored by a landmark student union building overlooking the Reflection Pond and Amphitheater.
- Expanded recreation and wellness facilities through a distributed model that increases access across campus.
- New academic and research facilities positioned to support enrollment growth and research expansion.
- More than 2,100 new student housing beds through strategic redevelopment and residential investment.
- New research and administrative opportunities at the Ravenel campus expansion area.
- Expanded outdoor recreation, open space, and campus gathering places that strengthen student life and campus identity.
- A reinforced and expanded pedestrian network, including new cross-campus connections and future opportunities to bridge Ravenel and the core campus across Lake Hartwell
Creating a More Connected Campus
A defining feature of the framework is its emphasis on mobility and connectivity. The plan establishes a pedestrian-first circulation strategy centered on a signature Cross Campus Connector linking major destinations. New walking and biking infrastructure, improved trails, enhanced wayfinding, and roadway modifications support a safer, more accessible campus.
The framework also recommends relocating parking to the campus perimeter, expanding structured parking capacity, and creating a more walkable campus core that prioritizes the student experience while maintaining essential access and service functions.
Preserving Clemson's Legacy
The Long-range Framework Plan Update recognizes Clemson's history, culture, and landscape as foundational assets. Recommendations protect significant viewsheds, cultural landscapes, historic districts, and historic sites while expanding interpretation, storytelling, and visitor engagement. New visitor centers, interpretive hubs, and cultural destinations connect future generations to Clemson's heritage.
By integrating growth, stewardship, and innovation, the framework creates a roadmap that positions Clemson University to achieve the goals of Clemson Elevate while strengthening the campus experience for decades to come.
