The Phoenix Bioscience Core (PBC) has emerged as one of the nation's leading urban bioscience districts, bringing together research institutions, universities, healthcare providers, entrepreneurs, and industry partners in the heart of Downtown Phoenix. Originally established in 2004, the 30-acre district has become a catalyst for innovation, education, economic development, and healthcare advancement across Arizona.
Today, the district includes more than 1.7 million square feet of biomedical research, academic, and clinical facilities, supports a rapidly growing life sciences ecosystem, and has contributed to the creation of more than 14,000 jobs and $6.7 billion in capital investment. With new academic, research, and biotechnology projects on the horizon, the City of Phoenix engaged SmithGroup to update the district's Comprehensive Master Development Plan and establish a roadmap for future growth.
The Challenge
As the Phoenix Bioscience Core evolved from a collection of pioneering institutions into a nationally recognized innovation district, the campus faced a new set of opportunities and challenges. The district needed a plan that could accommodate significant future growth while enhancing its role as a connected, walkable, and welcoming part of downtown Phoenix.
The updated master plan needed to:
- Plan for nearly 2.3 million additional square feet of future academic, research, and innovation space.
- Coordinate growth among multiple public, private, academic, and healthcare stakeholders.
- Strengthen connections between the PBC and surrounding neighborhoods, institutions, and downtown destinations.
- Create a stronger district identity through placemaking, open space, branding, and public art.
- Develop a long-term utility, infrastructure, mobility, and parking strategy capable of supporting future development.
A Collaborative Vision for the Future
Over a ten-month planning process, SmithGroup worked closely with the City of Phoenix, Arizona State University, the University of Arizona, Northern Arizona University, private research organizations, community stakeholders, and neighborhood representatives to define a shared vision for the district. The process included stakeholder workshops, neighborhood meetings, and extensive analysis of previous planning efforts and existing conditions.
The result is a master development plan rooted in four guiding principles:
- Reinforce permeable urban edges.
- Enhance sense of place and open space networks.
- Strengthen pedestrian connectivity and access.
- Provide amenities for multiple user groups.
The vision positions the PBC as an iconic destination where bioscience research, higher education, healthcare innovation, entrepreneurship, and community life converge.
Connecting People, Places, and Discovery
Connectivity emerged as a central priority throughout the planning process. While the district already benefits from proximity to light rail, regional bike networks, and downtown amenities, stakeholders identified opportunities to strengthen pedestrian experience and improve mobility throughout the campus.
The plan establishes a comprehensive network of pedestrian corridors, bicycle infrastructure, micromobility options, and enhanced streetscapes that better connect the district to surrounding neighborhoods and destinations.
A one-mile wellness loop ties together major destinations, open spaces, and gathering areas throughout the district, supporting health, recreation, and informal interaction.
Creating a Distinct Sense of Place
The master plan recognizes that successful innovation districts require more than buildings. They need memorable public spaces, a strong identity, and opportunities for community engagement.
To support this goal, SmithGroup developed a placemaking framework that integrates art, storytelling, branding, and landscape into the district experience. Public art installations, gateway features, interpretive exhibits, and wayfinding elements communicate the impact of the research and innovation occurring throughout the campus while helping visitors navigate the district.
The plan also introduces a connected network of civic gathering areas, open spaces, shaded landscapes, and pedestrian-oriented streets designed specifically for Phoenix's urban desert environment. Native and low-water-use plantings contribute shade, comfort, and sustainability while reinforcing a distinctive sense of place.
Planning for Long-Term Growth
The updated master plan establishes a framework capable of supporting the next generation of bioscience growth in Phoenix. At full buildout, the district could reach approximately 4 million square feet of development, nearly doubling its current footprint. The plan outlines future academic, research, healthcare, and innovation facilities while coordinating supporting infrastructure, structured parking, utilities, and mobility systems.

The Comprehensive Master Development Plan positions the Phoenix Bioscience Core to remain one of the nation's premier urban life sciences districts. By coordinating future growth, enhancing connectivity, investing in public spaces, and strengthening district identity, the plan creates a flexible framework that supports innovation while integrating seamlessly into the fabric of Downtown Phoenix.
